Zimbabwe urges resubmission of carbon credit applications under new 2025 regulations

Zimbabwe’s Ministry of Environment, Climate and Wildlife has directed carbon project developers to resubmit their applications in line with newly gazetted regulations under Statutory Instrument 48 of 2025, which repeals the previous 2023 carbon trading framework and establishes a new regulatory authority.

“The Ministry wishes to officially inform all stakeholders that the Government of Zimbabwe has gazetted the Carbon Trading (General) Regulations, 2025, Statutory Instrument 48 of 2025,” the Ministry said in a press release.

 “These Regulations have, amongst many things, repealed the Carbon Trading (General) Regulations, 2023 , Statutory Instrument 150 of 2023 (and all its Amendments) and established the Zimbabwe Carbon Markets Authority (ZiCMA) as the designated regulatory body.”

The statement noted that the new regulatory structure aligns Zimbabwe’s carbon market framework with international standards. It also announced the publication of the National Article 6 Policy Framework and Implementation Plan, which is intended to position Zimbabwe to fully participate in the Compliance Carbon Market.

In May 2025, President Emmerson Mnangagwa launched the Zimbabwe Carbon Registry, described by the Ministry as “a significant milestone in the operationalisation of the national carbon market.” 

The registry is now the official platform through which both prospective and existing carbon project developers must submit applications that comply with Statutory Instrument 48 of 2025 and the new policy framework.

In the same release, the Ministry called on all developers who had previously submitted projects under the 2023 regulations to update their submissions.

“All Carbon Project Developers who, under Statutory Instrument 150 of 2023, had submitted their Projects for consideration [are required] to approach the Zimbabwe Carbon Market Digital Application Platform, http://zicma.org.zw/, and resubmit their applications in accordance with Clause 15,” it said.

The deadline for resubmissions is set for July 25, 2025, by close of business. The Ministry cautioned that “failure to comply with this requirement by the stated deadline will render the respective project applications Null and Void.”

The resubmission process, according to the Ministry, is “essential to enable ZiCMA to proceed with the adjudication and approval processes of the Projects.”
